Lateral and Federal Officer Opportunities
If you're an experienced law enforcement officer looking to continue your career with the Phoenix Police Department, we welcome your expertise. Our recruitment process is designed for lateral officers from state or local agencies as well as federal law enforcement professionals seeking a transition. Whether you're an in-state lateral transferring from another Arizona agency, out-of-state considering a move to Phoenix, or coming from a federal agency, we have specific requirements and application steps tailored to your background.
In-State Lateral Requirements
- In-State Laterals must be AZPOST-certified.
- In-State Laterals who graduated from an Arizona POST law enforcement academy must have more than 36 months (three years) of experience.
In-State Lateral Application Steps
1. Submit your City of Phoenix Application
Ensure you meet our requirements to apply for the lateral officer position.
Complete the online application on the City of Phoenix website and submit it.
Record your application identification number (screenshot/write it down) for your records.
2. AZPOST Personal History Form
Complete an AZPOST Personal History Form at my.azpost.gov and share it with the Phoenix Police Department. Record your AZPOST ID Number.

3. eSOPH Background Packet
You will receive a link to the background packet questionnaire. Once your completed background packet has been submitted and reviewed, you will be contacted by a background investigator within 2-3 weeks. Please ensure to check your spam folder.
Only the highest qualified applicants will be contacted and invited for an interview.
In-State Lateral Additional Information
- Applicants who are hired for a lateral police officer position must meet/pass the following components during advanced training:
- Firearms Qualification
- Tactical Driving Qualification
- AZPOST comprehensive final examination. Study material will be provided

Once probation has been completed as a Phoenix Police Officer, lateral and prior service certified police officers may use 50% of other police agency time to meet the three-year requirement to transfer into a specialty unit.
EXAMPLE: If you have four years with another police agency, 50% of your four years will count as two, plus your probationary year as a Phoenix Police Officer will equal the 3-year minimum requirement to transfer into a specialty unit.
- In-State Laterals are NOT required to take the Physical Ability Test (PAT) as a part of the hiring process.
- Upon hire, Lateral Police Officer's do not have to complete a 26-week academy. Lateral police officers will attend department training at the Phoenix Police Academy until all certifications and training needs are met.

Out-of-State Laterals
- Out-of-State Lateral applicants must not be separated from their agency for more than one year.
- Out-of-State Laterals must have at least one full year of experience as a call-taking Patrol Officer, excluding academy time, administrative assignments or Detention Officer duties.
- Out-of-State Lateral applicants must have attended a state-certified post-approved academy. Self-sponsored academies are excluded.

Federal Officer
Hiring Requirements
- Must have completed a designated federal academy
- Must have been hired for a sworn federal law enforcement position
- Be in good standing with your federal agency
Federal Officer Application Steps
1. Submit your City of Phoenix Application
Ensure you meet our minimum requirements, including federal officer requirements.
Complete the online application by clicking the button below. Please DO NOT apply for the lateral position.
2. eSOPH Background Packet
After completing step 1, if eligible for the position, you will be provided an access code and an eSOPH link to complete your online background packet.
The information in your eSOPH background packet needs to match the information provided in your AZPOST Personal History Form.
3. AZPOST Personal History Packet
Complete the AZPOST Personal History Form. You will be prompted to share the personal history form with the agency you are applying for. Choose PHXPD.
You will be provided an AZPOST form ID specific to your application. Record this number (screenshot/write it down) for your records.
The information in your AZPOST Personal History Form needs to match the information provided in your eSOPH Background Packet.
4. Peace Officer Physical Aptitude Test (POPAT)
Once you have submitted your online application (Step 1) and have received an email notification that you have been placed on the eligibility list, you may sign up for a POPAT testing date. Sign up and learn more about the POPAT by visiting the link here.
*Out-of-state applicants will not sign up for POPAT until assigned to a background investigator.
5. Background Interview
To be assigned to a background investigator and to proceed to the background interview, the following must be completed:
- Complete and submit your eSOPH online background packet
- AZPOST personal history packet (shared with PHXPD)
Once completed, you will be contacted by a background investigator to schedule a background interview. The background interview will verify your qualifications and character.
6. Polygraph Examination
You will be required to complete a polygraph examination administered by the Phoenix Police Department.
7. Psychological Examination
Applicants will be evaluated by a licensed psychologist.
8. Medical Examination
Applicants will undergo a medical examination given by an AZPOST authorized physician.
9. Controlled Substance Screening
Applicants will be required to submit to a controlled substance screening during the hiring process.
Federal Officer Additional Information
- Every hired federal officer will attend and complete the Phoenix Police Academy
- Applicants must meet all hiring requirements for the Phoenix Police Department and AZPOST
- Applicants Must be hired with the City of Phoenix after October 1, 2025
- Federal law enforcement sworn officers will be evaluated, based on their years of service, to determine a starting rate of pay
